Nation Makes Progress, Alabama Not So Much


According to the latest report Prison Count 2010  published by the Pew Center on the States, the number of state prisoners in the nation has declined for the first time in almost 40 years.  Pew states, “This marks the first year-to-year drop in the nation’s state prison population since 1972.  While the study showed an overall decline, it revealed great variation among jurisdictions.  The prison population declined in 27 states, while increasing in 23 states and in the federal system.” 

Alabama remains in the ranks of states still seeing an increase in state prisoners.  As taken from the Pew report, “Among those states where the prison population increased, Indiana led the nation in proportional terms, growing by 5.3 percent. Other states with significant increases were West Virginia (5.1 percent), Vermont (5 percent), Pennsylvania (4.3 percent) and Alaska (3.8 percent). In the 23 states where the state prison population grew, more than half of the increase occurred in just five states: Pennsylvania (2,122), Florida (1,527), Indiana (1,496), Louisiana (1,399) and Alabama (1,053).” 

Strategies that are resulting in state prison population decreases include: 

• Diverting low-level offenders and probation and parole violators from prison
• Strengthening community supervision and re-entry programs
• Accelerating the release of low-risk inmates who complete risk reduction programs 

Alabama is making efforts in all three of the above areas, but prison sentencing continues to outweigh the results of these efforts.
